Mars/Sun conjunct usually suggests that one's ego(Sun) is invested in competition and winning(Mars).
Both Sun and Mars however, are not that strongly placed here.The reason being that the two "ego" planets are really all about the self.Whereas Libra is all about "other" etc.
So in all likelihood, I would guess the person is trying to find themselves through others?
Since the ego(Sun) and energy(Mars) is invested in "other", I would guess that this person would be all about relationships- more specifically really intimate,sexual ones.
I am thinking that the person is attractive or has qualities that "draw other in".So the Asc would definitely help in that regards.
If in Pisces, it'll definitely give off a mysterious, hard to pin down vibe. But one that makes you want to know "more" and definitely not repellent.
If in Aquarius, it will give a similar aloofness in external projection but the trine(by sign placement) with both Sun and Mars,will not be so "cold" in its intellectual discernment.
But rather you will find an interesting individual with fascinating ideas that draw people in to them-furthering the agenda of the Sun/Mars conjunct to know itself more intimately(8th) through relationships(Libra).
The danger of-course, will always be that this person is a lot more "dominating" in intimate relationships then would 1st appear.
The 8th house rules joint estates and post-marriage affairs. So the partner may be surprised at how increasingly invested in the "us" and active their partner becomes as the years go on.
